Biography

Dr Stephen Mackay is an independent researcher, healthcare entrepreneur and strategy professional based in Melbourne, Victoria. He holds a Doctorate in Arts (2024) and is author of Diphthong Placement and Phonetic-Prosodic Salience in Lyrical Hooks (OJML, 2026). His current work spans healthcare management, clinical governance, cybersecurity, philosophy of technology, and the practical design of AI-assisted clinical documentation. He is commencing a Graduate Certificate in Health Management at ECA College of Health Sciences. With a background in finance and production strategy, international live production, and project delivery, his research focuses on reducing clinical bottlenecks while preserving human judgement, privacy, and organisational resilience

Abstract

Tittle: The Doctor Is the Bottleneck: AI, Cybersecurity and the Future of Human-Centred Healthcare
Abstract: As healthcare systems adopt artificial intelligence, the central question may not be whether AI can replace clinicians, but whether it can remove the information and administrative bottlenecks that prevent clinicians from devoting their time to the areas of highest clinical value.
This presentation explores that question through the practical challenge of managing a large patient population across a multi-clinic healthcare environment, where clinical knowledge, documentation and decision-making can become highly dependent on individual practitioners.
It considers how conversational AI could enable a clinician to transform spoken observations following a consultation into structured draft clinical notes, follow-up actions, correspondence and administrative workflows—while the clinician reviews and approves the output and retains responsibility for clinical judgement.
This raises a deeper philosophical question: which aspects of medicine should we automate, which should we augment, and which should remain fundamentally human?
The presentation then considers the cybersecurity and governance implications. As AI gains access to increasingly sensitive clinical information, privacy, data security, auditability, human oversight and organisational resilience become essential to safe implementation.
Rather than replacing doctors, AI may ultimately be most valuable when it protects their most scarce resource: time for clinical judgement, decision-making and human interaction.
My published research has examined phonetic and prosodic salience—how particular features of language become perceptually prominent. This provides an interesting bridge to AI: when a machine processes thousands of pieces of clinical information, how does it determine what is salient, and when should a clinician override it?
Dr Stephen Mackay is an independent researcher and healthcare entrepreneur with published research in linguistics and phonetic-prosodic salience. His current interests span artificial intelligence, philosophy, cybersecurity and the practical application of AI within healthcare.
